Justin Heck, PhD, is the Senior Director of Research and Data Production at Opportunity@Work, a nonprofit working to build a skills-first labor market so that workers Skilled Through Alternative Routes (STARs)—the more than 70 million Americans who developed their skills through pathways other than a bachelor’s degree—can achieve greater economic mobility. Justin leads the organization’s research agenda, producing evidence and practical insights that help employers, policymakers, and workforce leaders better understand skills-based hiring, worker mobility, and labor market dynamics.
