Elaine Carroll is the Program Manager of Climate and Infrastructure workforce initiatives for the Baltimore Workforce Funders Collaborative. She coordinates with partners in Baltimore’s workforce ecosystem to fill critical funding gaps and mitigate barriers to employment for Baltimore residents seeking quality jobs in skilled trades. Prior to this role, she provided nine years of leadership with the Jane Addams Resource Corporation overseeing Baltimore’s Careers in Manufacturing Programs. Elaine holds a master’s in social work from the University of Maryland and brings a focus of behavioral health and trauma-informed care to the complex issues of workforce development.
