Joan Baker is a nationally recognized workforce development leader with more than a decade of experience building innovative pathways into the skilled construction trades. As Executive Director of the Local 412 Outreach & Education Foundation, she has dedicated her career to expanding access to apprenticeship opportunities for youth, underserved communities, women, veterans, justice-involved individuals, and rural populations throughout New Mexico and the Southwest. Under Joan’s leadership, the Foundation has become a statewide leader in construction career education, creating comprehensive pre-apprenticeship and workforce development programs that connect participants directly to Registered Apprenticeships and family-sustaining careers.
